Eradicating extreme poverty is the first of the eight MDGs (Millennium Development Goals) that UN member states have committed to achieve by 2015. Substantial gains have been made for this goal, for instance in 2010, the global poverty rate has already fallen to less than half of the proportion of poor estimated in 1990.

However, there are still many questions that remain unanswered to be able to improve the lives of the 1.2 billion people who remain extremely poor. For instance, are poverty spells experienced by these people characterized by long episodes of socio-economic exclusion, or, are they simply the result of transient fluctuations in income flows? What are the factors that drive upward income mobility? These questions are hard to answer using traditional approach that only looks at cross-sectional trends in poverty and inequality.

Understanding income mobility can have important policy implications. If mobility is low and poverty is persistent, policy makers need to identify programs that would raise the long-term income of the poor, probably through long-term investments in human capital development. However, if many individuals are experiencing short spells of downward income mobility, policy makers should look into expanding social protection coverage. Using the Philippines as a case study, this study provides an analytical framework for examining income mobility.

Arturo (Art) Martinez is a PhD student at the Institute for Social Science Research, under the supervision of Professor Western, Professor Haynes and Dr.Tomaszewski. His doctoral thesis explores statistical methods for measuring income mobility with and without panel data. Prior to coming to ISSR, Art was a statistical researcher at the Economics Research Department at Asian Development Bank headquartered in the Philippines. There, he was involved in various statistical capacity building projects that aimed to strengthen the technical skills of staff of national statistics offices from various developing Asian countries.
